a senior public servant and strategic leader with nearly two decades of experience in local government, policy implementation, and public communications.

Alain’s commitment to public service is deeply personal. On April 20, 1990, as a child in Flatbush, Brooklyn, he and his family joined over 100,000 Haitians in a march from Downtown Brooklyn across the Brooklyn Bridge into Lower Manhattan, protesting the FDA’s discriminatory ban on blood donations from Haitian immigrants. Witnessing both the harm government policy can inflict and the power of organized community response shaped his life’s work. He entered public service with a promise: to help build public systems that deliver dignity, not harm.

He currently serves as a Director with the Philadelphia Office of Immigrant Affairs, where he leads the City’s efforts to advance equitable policies and responsive services for immigrant and refugee communities. A trusted advisor to executive leadership and second-in-command to the Executive Director, Alain has guided the office through periods of transition and growth, managing cross-sector partnerships, intergovernmental coordination, and a multidisciplinary team of full-time staff, AmeriCorps VISTAs, and interns.

Throughout his career, Alain has led complex initiatives at the intersection of policy, communications, and community engagement. At the Office of Immigrant Affairs, he convenes refugee resettlement agencies, nonprofit leaders, and government partners to coordinate responses to emerging needs—often in moments of crisis. He played a central role in launching a newcomer job fair for Afghan refugees that resulted in more than 100 individuals securing employment within two months. He co-designed the employer outreach strategy, coordinated logistics, and ensured both employers and job seekers were equipped to navigate workplace expectations.

Recognizing structural barriers facing immigrant entrepreneurs, Alain secured City Innovation Fund resources to produce multilingual business support videos in nine languages, expanding access to municipal services for foreign-born business owners who start businesses at more than twice the rate of native-born residents. He also serves as Project Sponsor and Steering Committee Member for the Welcoming Network, a cross-sector collaboration supported by the Open Society Foundation that uses a collective impact model to align public and private stakeholders in support of immigrants, refugees, and asylum seekers.

Previously, as Senior Public Relations Manager for Philadelphia Parks & Recreation, Alain developed and executed media strategies for more than 40 press events annually, prepared remarks for senior leadership, and served as an on-the-record spokesperson. His ability to translate policy into compelling public narratives strengthened public trust and secured consistent positive media coverage. Earlier in his career, as Field Director and Policy Aide for the Michael Nutter for Mayor campaign, he managed citywide outreach efforts, recruited and trained more than 100 volunteers, and conducted best-practice policy research while convening civic leaders to inform policy development.

Alain’s leadership is grounded in collaboration across lines of difference. He has led intergovernmental teams without direct authority, managed monthly Mayor’s Commission meetings, and built durable relationships with community-based organizations representing diverse racial, ethnic, linguistic, and faith communities. Conversational in Haitian Creole, he brings both cultural competency and lived experience to his work with Caribbean and immigrant communities.

He holds a Bachelor of Arts in Social Science Interdisciplinary from the State University of New York at Buffalo and has completed executive training in nonprofit leadership, public service leadership, project management, and system design. He is affiliated with the Young Caribbean Professionals Network, Cities for Action, Welcoming America, and the Economy League of Philadelphia.

Across every role, Alain has demonstrated a consistent throughline: steady leadership in difficult times, strategic clarity in complex systems, and an unwavering belief that government must work for those who have historically been pushed to the margins.
